The Medical Council recognises qualifications in different ways. The question is not only “can I register?” but “in which division, and what do I need to move up?”.

Your qualificationGeneral DivisionSpecialist Division
Irish graduate + internshipYes, on completion of internshipAfter completing Irish specialist training (CSCST) or equivalent
EU/EEA graduate with internship or equivalentYes, by mutual recognitionEU/EEA specialist titles recognised under the Directive, or after Irish training
Non-EU graduateYes, after EPIC, eligibility checks and PRES (unless exempt)Only after assessment of your specialist training; the Council and the relevant training body decide

Specialist registration for doctors trained outside Ireland

  • The relevant Irish training body assesses whether your training, exams and experience are equivalent to its own programme.
  • You may be asked to complete further supervised training or an exam before entry.
  • EU/EEA specialists with a title listed in the Directive are recognised automatically for that specialty; others go through assessment.
  • The process can take months. Start with the training body’s own guidance, not only the Medical Council’s.

What counts as a recognised qualification?

A recognised qualification is one that the Medical Council or the training body has agreed is the equivalent of an Irish qualification for a specific purpose: to exempt from PRES, to join the General Division, to enter a training scheme or to enter the Specialist Division. A qualification can be recognised for one purpose and not another, so always ask “recognised for what?”.

  • Exemption from PRES: see the PRES page.
  • General Division: basic degree, internship or experience, good standing, language.
  • Trainee Specialist Division: a place on a recognised scheme.
  • Specialist Division: completion of recognised specialist training or accepted equivalent.

Your checklist

  • Write down the division I want to reach
  • Ask the relevant training body what they recognise
